                 can only be covered by insurance as pointed out:

                    Understand the precise wording on the card 

  - meaning that not a loss-of-license is meant but a coverage  of lost
    flight training expenses done and financed by student pilot himself.

Student pilots cannot establish a loss-of-license-contract due to the fact
they don't have a professional used license upon a contract with an airline
to clear a gap in income-loss when a flight disability / loss-of-medical happens.
